Nastiest Villains in Video Games

With the new Wolfenstein out, where would y'all rank Irene Engel against villains like Arcturus Mengsk, Kefka, etc or even General Deathshead?

I thought about Sephiroth, but as an overall villain I ended up leaning towards Ardyn.

It's just Kefka is so much more vile than Sephiroth is. Sephiroth is evil, but he is systemic and deliberate on all of his actions which he thinks serve a greater purpose. Kefka just does horrible things because it is fun, not because they serve any purpose. That makes him worse.
It's also why I find Majora to be a better villain in Zelda than Ganon. Ganondorf (at least until BotW) can be somewhat reasoned with, but Majora absolutely can not be. He is on a murder suicide mission. He plans on first ruining everyone's lives, and then taking them all out once all hope is lost, himself included.

Sephiroth killed Tifa's father because he was in the way.
Kefka poisoned an entire village because he threw a temper tantrum after losing a battle, killed his emperor because it was fun, and BROKE THE WORLD because he could.
Even with all that, the way Engel treats her own daughter puts her up there as well (let alone all of the other sick shite she does).
That's also one of the reasons Arcturus Mengsk is such a great villain. He's a despicable piece of shite in the original Starcraft, but he goes over the top in Heart of the Swarm when he's willing to destroy the Hyperion with his only child on board in order to assure Kerrigan's death.

Ganondorf doesn't want to absolutely destroy. He wants to rule. He is a Lex Luther-esque villain.
Majora is here simply to destroy. There is no reason. He finds it fun. Everything he does is just for fun.
Majora is just a destructive force for no other reason than "because".
His type of villain is in a different category than most others, kinda like Kefka.

I'd agree with Kefka but let's be honest about him. He is just SquareEnix's version of The Joker.
