You can. You just need to connect at least once every 24 hours so Microsoft's servers can validate the games licenses that are tied to your XBL account.

If you bring home a new game and your internet is out (or if you're in an area without broadband connectivity), you won't be able to play the game.

All games are tied to your XBL account since all games are "stored in the cloud".

If games didn't require an immediate association with an XBL account upon installation, you could play the game, beat it, and trade it away to a friend. This process could occur repeatedly, which circumvents the entire system Microsoft has developed.

I only connect my console to the internet when I want to play online (not often) or when I want to buy something. If I am not doing one of those two things, I am offline.
