I don't need the family thing, but I want my character to be able to go frick some hippy chick in the woods or something and then cry with regret. It's more relatable that way.

Well, for those that have followed Fallout from the beginning Bethesda has mostly done that. Fallout 3 and 4 were decent games, but really shitty Fallout games.
Bethesda does many things well in their games, but they suck at what made fallout games special, and that's having a great storyline where your choices actually matter.
If they could fix that aspect with future games I'd be perfectly happy, unfortunately they went in the complete opposite direction with that from Fallout 3 to Fallout 4.

I feel like in New Vegas, I have no motive for doing the quests that I do. I mean once I get revenge I don't see why I should care about what happens to New Vegas. In 3 the end game is trying to fulfill your father's dream.

They don't matter because any choice you make just takes you to the same ending. It's the same problem that Mass Effect 3 had. "All your choices matter!" Is what they said, but in the end you had 3 choices, none of which were actually any different from each other.

New Orleans would literally be under water in a hypothetical fall out world. This idea is dumb.

No telling what would happen without humans over 200 years. Sure the oceans would probably rise, but without regular maintenance the levees would fail and the Mississippi might have a chance to rebuild the delta. Of course it would not be going through New Orleans anyways. It would have to be New New Orleans and be located around Morgan City.

This. You are railroaded into similar endings no matter what. Just like you are railroaded into the endings of Fallout 3.
