Public events are the quickest in my experience.
Strikes take too long.
ETA: also, a lot of guys in my clan are hitting 265 or whatever and then creating another character of the same class to pick up the milestones, etc. since you can transfer all the high gear over.

Made it to 270 last night.
I still have all of my exotic quest left to do, so that's a plus. I think I may make a second hunter after the football games tonight

Public events is the fastest.
Can also do lost sectors, adventures, etc...
Just play the game.
Don't crack your weekly milestones until 265.

Don't accept the engram rewards from Zavala and the like either after story is over. Since those engrams didn't drop in the world there power level will go up as yours goes up if you let them sit there. I wouldn't grab them until around 265-270.

My reason is the loot you get from the side missions will be better after the main mission is complete. I did main mission and side quests till lvl 16. Then did side quests to hit lvl 20 before focusing just on the main mission. There's still quite a few side missions I can do after the main mission is complete.
It's been said, but the main story in D2 is so much better. Just did the tank mission leading to the carrier. Pretty fun.
Also how the public events are handled is a game changer.
