I just put together a mid-range gaming PC for a customer...had to keep the cost down a little.
Got an ASUS Gene-something or other board. 16 GB of RAM (customer requested, I thought 16 GB was overkill but the customer requested it, I honestly haven't kept up with gaming, are there any games that will actually use this much memory? socket 1155 i5 I forget which one, fairly high up - would have gone i7 or even socket 2011 but like I said needed to keep cost down, explained to customer we were not going all out. Memory was G.Skill DDR3 1600. Onboard HD sound. EVGA Nvidia GTX 570 video card. Windows 7 Pro 64 bit. 27" ASUS LED backlit monitor 2 ms response time. Customer requested large storage, so I went w/ a WD SATA Caviar Black 1 TB drive. I would loved to have gone SSD but it wasn't in the budget.
Anyway, after I built it, I did the Windows performance rating. Proc comes back at 7.8. Memory 7.8. Video 7.9. Lowest rating was the SATA drive at 5.9. I told the customer we could move to SSD in the future.

Oh the whole setup, case, power supply (750W corsair modular, system board, proc, memory, hdd, video card, case, OS, monitor everything was about $1800

Here a DIY combo on newegg for about 900. If you already have the input devices(keyboard,mouse,) and a monitor with under 2 ms refresh rate this is a cheap option just bring it to a local computer store and theyll do it for u for 50 dollars or so.

Here's what we need to determine what you need:
What kind of computer do you have? Is it manufactured like Dell or HP or the like?
If you have 1 GB of RAM and it has Vista, I can tell you right now, it very likely has a single core processor and no video card (onboard video).
Here's probably what you'll need to upgrade to play Skyrim close to ultra:
4 GB RAM
A new video card. Radeon 6850 struggles with Skyrim on Ultra and that's a damn good card.
A new processor, at least dual core, preferably quad core.
To handle the upgrades, you'll likely need a new motherboard.
To handle the voltage needs of the upgrades, you'll likely need a new power supply.
In essence, you'll need a whole new computer.
No, that customer is just an idiot. I have 4 GB and don't ever even hit 3 GB being used.
