Another thing that makes 4 rank lower than the previous two is that the world seemed empty and less dangerous. I felt like I could wander around for a good while and not run across anything. In 3 and NV, was constantly on the lookout for rad scorpions and boatflys.

Agreed, but Survival mode would make this a nightmare.
I've thrown my controller across the room after walking most of the way across the map, stumbling upon something, getting killed, and having to start from an old checkpoint.

I enjoyed the base building once I got into it. I would play a full game of a more complex version of the base building in FO4. I wouldn't pay full price though.
