Yep, it was called Gettysburg and the sequel was Antietum, both were good RTS's IIRC. He is the maker of many 4x games like Civilization, Alpha Centauri, etc. I also liked Sid Meier's SimGolf and Sid Meier's Railroads, but you may have to "find" those games since they are no longer sold on Steam anymore.
