Why do so many pronounce it "ate-touffe"?

It's a French word. Proper spelling is étouffée. The accent above the two e's requires an "ay" pronunciation. That's pretty much it.

Et-too-Fay is as lame as saying coo-chon instead of co-chon, or pee-row instead of lightly pronouncing the g in pirogue. Sad that we're losing our French accents....

There you go. Ay too Fay is correct. Et too Fay is incorrect. That said, the long "a" in French is pronounced slightly differently than in the US.
