What defines a 'food town?'

Two scenarios. First you've got the cities. New Orleans for example has a vast amount of restaurants, many of which are excellent. However, I've never known a NOLA native who can cook worth a damn. In other words, all of the city's good food is found in the restaurants.
The other scenario is a small town like Houma. The restaurant scene sucks, but almost everyone is a great home cook. Most people won't go eat something at a restaurant that they can cook better at home. In other words, all of the towns good food is found in the home kitchens.
It's a serious debate that I just want to hear opinions on. What defines a towns food prowess....restaurants or the residents own cooking abilities?

Generally people are referring to the restaurant scene. At least that is what comes to my mind.
I can't speak to NOLA home cooks. None of these jerks have ever invited me.

To me a food town would have at least a few good restaurants.
A variety or maybe a trend. Like Kenner and the Latin and international restaurants. Yeah everyone cooks, but not everyone cooks Honduran or Brazilian or Middle eastern and having those options and having them be really good, makes it a food town to me.

poors are generally the better cooks IMO
