Use the Flipp app and type in “roast”. It pulls ads from lots of big name stores.
For local stores, their weekly ads are all online. Rouses has bottom round for $2.99. Just pick whatever stores you like to visit and view their ad online is what I do.

Roberts has Wagyu tomahawk ribeye for $18/lb and choice Tbone for $9/lb.
Got some ungraded whole ribeye from Shoppers Value. Haven't cut them up yet though to see how I came out at $6.60/lb.
Wasn't entirely sure what I was doing but trimmed off the junk from the outside, cut out the hard fat under the cap and tried to keep the cap intact. All about 1.5 inches. Not bad for $6.60/lb.
Albertsons has $3/lb choice brisket and boneless skinless chicken breasts for $1.77. They also have 10lb bags of leg quarters for $2.90 if you use the app.
