Luke's might be big enough to hold 20. Also Domenica (downtown location) certainly could. Brennan's, Arnoud's, the rest of the grand dames have rooms as well.

Calcasieu Room also might be an option. They can contract/expand the size of the rooms based on the number of guests.

I had one at Domenica and it was superb

No cost to reserve the room but there is a minimum spend. Fairly though though

I called there last year and I want to say it's 5K spend minimum. So I don't think that's attainable with a party of 20 unless there is an open bar or something
