is there a restaurant in baton rouge that serves food like matza ball soup, latkas, challah bread,and pierogis?

I would say no. Stein's Deli in NO might be the only option.
ETA: the Kosher Cajun Deli in Metairie.

That's the Deli that is off of North Hullen St. not far from Lakeside mall.

The Synagogue on Jefferson is holding their annual corned beef sandwich sale in a couple of weeks. That's about as close as you'll get. I've heard they're very good, but never had a chance to try them.
