I'm not familiar with Houston's food scene, but I've heard it's a good one.
My assumption is that Houston has a more diverse food scene, simply by the nature of it being a much larger city. But that doesn't necessarily make it "better."
The reality is, no one thinks of food when they think of Houston.

People will bash you due to the sheer size of Houston and not being a fair comparison of two cities. What Houston does unequivocally better than New Orleans is diversity among worldwide cuisines. Houston was recently voted a top 10 diverse city of the US.
New Orleans is in a class by itself with creole style dishes but tremendously lacks the diverse food scenery of Houston.
Again, it’s not fair to compare being that Houston has over 5,000,000 people and New Orleans metro is a little over 1,300,000.
