This would be your distributors screwing the retailers. They give the legislature free booze the whole session, so get whatever they want passed.

That and a shite ton of money.
I could see the distributors being upset with rise of taprooms and breweries selling directly to consumers, but I don't think they give two shits about retailers selling growlers.
They've gotten their cut of those sales and growler sales only help empty kegs that the retailer will need to replace with another keg from the distributor.

This does include Tin Roof and Southern Craft. Tin Roof was informed that growlers were no longer legal recently. I was sitting in Chimes when the ATC stopped by Friday afternoon... they weren't ticketed, but I heard Chimes East was.
I hope this will blow over once the new mayor signs the resolution allowing growler fills in EBRP. This strikes me as the ATC being dicks about it while they can because a lot of places have been doing it for years.

The entire liquor/wine/distribution system is an absolute scam and is a relic of old days. It doesn't fit in with today's direct to consumer market and micro economic system.
Do all non-brewery taprooms have to buy all their beer from a distributor? In other words, can a small brewer like 40 Arpent sell a keg directly to Avenue Pub, or do they have to go through a distributor?
It's hard to tell how much of this is the distributors flexing muscle, vs how much of this is we just have out of date laws, vs how much of this is the ATC being a bunch of dorks.

It's basically a relic that dates back to the repeal of Prohibition. And most of the old distributors can trace their roots to bootlegging during prohibition (they had the networks already set and the means to grease the right palms after repeal).
It's ludicrous that we are really still clinging to vestiges of this in the 21st century.
