Many factors contribute to the quality of the meat. There are different species of cows. The cow’s diet does indeed change the meat. The diet the cow is raised on and the diet the cow has before the end makes a difference. Also, how you treat the animals can affect meat as well, stressed out animals vs “regular” animals. The activity of the animal makes a difference as well.
Genetics are a big part of raising livestock. I took 3 courses on animal genetics because you use genetics to develop cows with the qualities you like: size, muscle, fat, skeletal structure, etc.
I am a scientist and raising livestock and meat evaluation was on my curriculum. Unfortunately, I don’t know the answer to grass fed being tougher.

It doesn't have the intramuscular fat of grain finished beef so it typically is tougher. I also find grass fed beef to have a gaminess that I don't like.
