Best I've ever had, outside of Mom's: White Gables Cafe(broasted) in Carthage,Ms.
Best La mass produced: Popeyes (the pieces are small)
Best local in Monroe: tie between Brookshire's Grocery stores( don't laugh damn good chicken) and The Lotus Club

Of course, we could get into the various styled of fried chicken. Heavy, crusty batter deep fried vs. lighter batter pan fried, etc. It would be hard to choose a single place for that reason alone.
That said, Dooky Chase, Chez Helene and Dubars are some of hte best I've had in N.O. As long as I've been here I've never tried Willi Mae's or McHardy's. Strange I know. But I have them both in my sights for the near future.
Popeyes is great . . . BUT I'll only eat at the one at the corner of Magazine and Marengo.
