It has to be cracker cheese meat. The cheese lays flat on the cracker and then the meat can be piled on or sat on top. If you put the meat on the cracker first you are now working with an unstable foundation.

Depends how the meat and cheese are cut
If one of them is cut as a cube and not a slice, the cube goes on top
