Need this picture touched up for my Mom's work website please

Can someone make this picture a little bit better/brighter for my Mom's profile on her company website?
She's also requesting a little airbrushing on the neck area & under her eyes...

This is about as good as it's going to get. The picture needed to be taken with a better quality camera. A lot of digital noise in it.

Nice work.
I'm thinking a "glow" type effect would look pretty good. It should brighten up the image and soften the portrait a bit. Then play with the levels to take down the background and keep attention on the face.
It might be better to start from another photo. The final image will depend mostly on the source photo.
I don't have my software otherwise I would give it a crack as well. I'll check back Monday if you still need some help but Mom's day will have passed.
