I'm thinking a "glow" type effect would look pretty good. It should brighten up the image and soften the portrait a bit. Then play with the levels to take down the background and keep attention on the face.
It might be better to start from another photo. The final image will depend mostly on the source photo.
I don't have my software otherwise I would give it a crack as well. I'll check back Monday if you still need some help but Mom's day will have passed.
