This is about as good as it's going to get. The picture needed to be taken with a better quality camera. A lot of digital noise in it.

It might be better to start from another photo. The final image will depend mostly on the source photo.
I don't have my software otherwise I would give it a crack as well. I'll check back Monday if you still need some help but Mom's day will have passed.
