Who would you take at 7 ish PPR 10 team league? Kelce or best WR?

My top 7 are Jefferson, Chase, CMac, Ekeler, Kupp, Hill, and Kelce, so I take whomever is left. If more than one are left, I take whomever I have rated higher which I haven't decided yet.
ETA if it starts to sound like Hill will face a suspension this year, he likely falls out.

Damn. 7-10 are my least favorite draft positions and especially so this year. I’d take Kupp if he’s there. If not, I’d go Hill.
I want desperately to be in the top 4 to grab one of: Chase, Jefferson, CMC or Kupp. That’s Tier 1 for me. But Tier 2 isn’t bad with Hill, Ekeler, maybe even JT and Diggs but they still give me pause unlike the other 6.
I’m sure someone will take Taylor or Bijan and at least leave you Hill. I’d go with him

I grabbed Bijan at 7 in my 12 team ppr league. Kupp and Hill went 5 and 6. Kelce was still available if I remember correctly.
