Woods IMO because Tampa Bay pass defense is so bad and eventually Kupp will get a smaller target share and more of it will go to Woods. No one can run the ball against TB and teams are forced to be pass heavy.
Can't blame anyone for starting Chase though with Higgins out.

I like Cook this week in a high scoring game with KC. He had a TD called back last week, I think he'll get that back. Starting him over Higbee.
