Or should I start both at TE + FLEX over Kelvin Benjamin vs TB? I figure Cam has to throw to someone. (Assume Cam plays, obviously I'll be watching but I don't think ribs will keep him out.)

Pretty much everyone is saying start RGIII over Big Ben. RGIII had a horrible preseason. Even though it is a division game, I think Big Ben is the more reliable choice here.

So, RGIII @HOU or Big Ben CLE?
