or is this just for guys people dropped to make waiver claims on wed.???

It would mean that Waivers are essentially run every night until Saturday. If someone is dropped on Wednesday, you have to wait until 2 days which would be friday, and then you could put a claim on them. For someone who is a ufa, you would have to put a claim on them and they would be rewarded the next day, instead of being able to pick them up instantly.
We're not going to do that.

this is still giberish to me.... is there any point i can log on pick up a player who wasn't claimed or dropped and add them instantly to my team???

You've been able to do this since day 1.
What is in question is how to "claim" a restricted f/a. The only option I see that allows this would be by stopping unrestricted add/drops until Saturday, and I don't think we want to do that.
The way we currently have it set up is waivers on Wednesday, players who were dropped have to wait 2 days before they can be picked up, and then anyone can get them. There's no claim process for those players.
