He probably spent the early rounds getting good players at other positions and still got a couple of quality qbs with which to play the matchups. That's not a bad position at all to be in after your draft.
To answer the op's question, Romo against the Giants has the potential to be a shoot-out. I'd definitely start him.
Unfortunately, with your draft strategy, you'll have these decisions every week. Hope you make the right calls.
