Full PPR, 10 team. I put in bid to pick him up. Not sure what the guy was thinking. I’ve got Higgins, Watson, Moore, Rice. We play two wr and two flex.

I’d bid everything.
There isn’t going to be a player that good on waivers all year or at least shouldn’t be. For a 10 team league you don’t have a true top 5 WR (although Watson may push for that level if he stays healthy) and you could potentially package smith (when he’s back) with another one of your very good guys for a true elite option on a struggling team.
