The NEA gives the President Rule making authority in the event of an emergency. Congress said that when the POTUS (not Congress, but POTUS) determines an emergency exists- he can make rules/spend money to fix emergency.
So long as evidence exists sufficient to allow him to conclude an emergency exists, yes he is within his discretion to build a wall, a road, a building or a fence.

Conservatives tried to warn leftists for a century that they would regret ceding legislative power to the POTUS, because they always wouldn’t like the POTUS. Leftists did not listen.
