Especially when you didn't say a fricking word the 30+ other times a president has declared a national emergency pursuant to the same statute.

The NEA gives the President Rule making authority in the event of an emergency. Congress said that when the POTUS (not Congress, but POTUS) determines an emergency exists- he can make rules/spend money to fix emergency.

So long as evidence exists sufficient to allow him to conclude an emergency exists, yes he is within his discretion to build a wall, a road, a building or a fence.

Conservatives tried to warn leftists for a century that they would regret ceding legislative power to the POTUS, because they always wouldn’t like the POTUS. Leftists did not listen. That's the problem. Yes I wish that we could have had a traditional bill/funding sent through Congress up to the President... but unfortunately the Democrats are blatantly sacrificing the good of the country to prevent a Trump win.
