I thought that at first but based on some googling, doesn't seem they can write it off (not an accountant so who knows). One of my friends is convinced they collect the money and plop it in an account for the duration of the campaign to earn interest. Donate what was given and keep the profit.
They do get what is essentially free positive PR and publicity for their good deed though.
I just say "No thank you" and no one cares. I go to a lot of stores and most ask for donations. I'd rather do lump sums or monthly contributions to my researched charities and be done with it than trying to keep track of $1 here and $5 there.

I had a Chevron clerk ask if I wanted to give a dollar to Wounded Warriors (before it was exposed as a scam). I said no thanks, and she blurted out “You don’t support the troops?!”
I gave her a short lecture about how I give money to charities I choose, and Chevron should do the same. But Chevron should not be bumming from me so it can hand over my money and then brag about how generous fricking Chevron is.
I think the poor girl went into shock, but she deserved it.
I did give $200 to WW a few years later at fundraiser. Within months, it was exposed as a fraud.
