Question about duck stamp??

Just got a 2nd duck stamp today in the mail today for some reason. Is this normal? Its dated the same as my original.

I don't care for the new system but hopefully it will lead to better and more accurate statistics as to who's buying, hunter number trends, etc.

I'll probably send it back because it goes to fund something good. It's not like they could do anything to me if I didn't produce it and I seriously doubt they ran some sort of internet trace to find out where I lived and who I am for a $25 stamp
