Because they can't be on land and its hard to keep them floating in the air.

Rivergate was a cool old building. Damn shame they tore it down to build that shithole Harrah’s.

Because they manipulated the language in he permit. It’s a gaming establishment or a gambling hall. NOT a casino. Aka, Edwin Edwards made it happen.
