Embattled Uvalde ISD Police Chief gets a promotion?

Uvalde ISD Police Chief Pete Arredondo, who gave stand down orders, has been appointed to Uvalde city council in a private session. Something is fricky. I guess promotions were in order?

He was elected to city council a few weeks before the shooting. I have to assume he’ll never start that position.

Right, he was elected before anything of this happened and city officials have come out and said there is nothing in their charter/bylaws to remove him from office. If he had any sense of decorum, he would have removed himself by resigning or refusing to be sworn in to the position.
Hopefully there is something in the charter about the citizens doing a recall election but usually they have to do a petition and get so many signatures, then get it on the ballot for the next election, probably November. None of that should be necessary, dude should just step down.

KSAT Article claims Mayor canceled the swear in
Texas Open Meetings Act violation if the mayor publicly stated the meeting was canceled, then they held it in secret. Looking for actual quote or video of mayor canceling the meeting, will report it as a TOMA violation. We don't do secret government meetings in Texas and they know it.

This guy is going to have to leave town anyway. No way he’s able to continue living in that small town bumping into relatives of those kids every week at the gas station or grocery store. I assume he will resign and move.

They didn't publicly post the meeting cancelation until around 11am this morning. Meeting was still showing scheduled as planned on their website this morning. The only agenda item on the special meeting agenda was administering the oath of office to the three councilmembers.
Even if they only did the swearing, the city already established their belief that this constituted a public meeting by posting it as a special meeting. If mayor publicly announced it was canceled but meeting proceeded as scheduled, it's going to be a problem.

Recall of local elected officials in Texas is available only in political subdivisions that have their own charter, and only if their charter specifically authorizes recall of the local elected officials. Texas has about 1,200 cities and 352 of those cities have their own charter. In the terminology of the state, these are known as the "home rule cities."
Uvalde is a home rule city, and its City Charter DOES include a provision for recall of city council members. A recall petition must be signed by a number of qualified voters equal to 25% of the voters in the last mayoral election. 786 people voted in the last election, meaning that they would need 197 signatures.
Further, no recall is allowed until eight months have passed since the election of the officer. He was elected 09-May, so no recall is even possible until NEXT January. Interestingly, only 182 people voted in the city council race, and he got 69% (126) of the votes.
