Plan to up the 25 scholarship limit

It's a rare decision for the NCAA that could positively impact student athletes.
I see this is protecting the high school classes more than anything. And honestly it could help stem the long term churn of the portal, albeit slightly.
The reason I say that is that if you're Oklahoma, say, who has taken a bunch of transfers this off season, you've used up your initial counter spots on guys with fewer years on the roster. You're limiting your freshman pool, but likely not increasing the hit rate on freshman prospects. That means you'll be back in the portal fishing next year and the year after, in perpetuity. (Realistically, it means you'll be tampering with smaller conference players you passed up to take those transfers).
By adding initial counters, you can still take whatever your full freshman class normally is (22-25ish) and add portal guys on top of that if necessary.
It allows you to address short term and long term needs at the same time instead of having to choose either one.

They have to do something
What if a coach leaves, and you have a mass exodus of transfer players, how do you replace all those players and be able to compete safely with a full roster
The 85 limit will alleviate any mass oversignings
Plus, the good programs are going to still recruit at a high level and your evaluations are still the most important part of recruiting and sustaining your program over the long term

potentially, sure.
But also, it can help with the current problem of a ton of guys in the portal with no destination. A bunch of HS guys with no initial counter spots for them. And a bunch of space on 85 man rosters that cannot be filled under the current rules.
That benefits more than just the top teams. It benefits the kids.

I would make the policy so that you get an extra slot for every player who successfully transfers out of your program to another program at the same level. So p5 to p5 in LSU’s case.
Example being LSU can replace Arik Gilbert but not someone who transfers out to an FCS school.
That way you disincentivize processing

Then alabama would magically have all these lesser players transferring out every year. I don't think that is the answer.
They need to do 25 and add another 3 to 5 spots for transfer players only.

Is even Alabama going to be in the business of running off players who are still good enough to transfer to another P5 school? I also would cap the number.

With NIL it may be better to lower limit to 20, reasoning being the talent level can be spread around

Transfer portal is going to become a recruiting hot bed now.
I would have done the opposite. You should only be able to sign for the number of spots open on the 85 man limit. I truly believe this would kind of even the playing field. We also need to go back to sitting out one year unless you have graduated for transfers. Establish rules for processing players.
A recruit should be able to sign shortly after he has taken his 5 official visits.

Actually that's close to the way I understand the potential rule, you get to replace the transfers!! if you only have two transfers you only get two extra scholarships!
