If there’s enough evidence to warrant a 2nd degree murder conviction, go to trial. Stop the plea bargains for Man 1. Convict and let them rot away in prison for the rest of their lives.

Price crime out of the city and have the criminals move to the Westbank like a San Francisco / Oakland situation.

You can hire millions of cops as long as the DA and judges allow people to walk instead of punishing them criminals are given card Blanche to break laws.

My personal opinion is screw New Orleans, It's a lost cause, however, to answer your question..

Rudy Giuliani left the blue print on how to do it frim his time as mayor of NYC in the 90's.

Simple, But first you have to have leadership[p that wants to fix the problem then it takes a leader with balls and guts to implement it.

Sadly New Orleans and Louisiana in general is lacking in all those departments with no help in sight.
