They don't, but the discussion is about that in particular. If you are keeping your Louisiana ID when moving theres an assumption you still have a relationship with that address. You aren't going to sell your house to some random person and not update your address.
The burden of proof is with the tax payer to abandon the Louisiana residency and establish domecile in a new state. Simply establishing domecile in the new state is not enough to rid yourself of Louisiana income taxes.

Buying a house in Texas, working there, paying utilities, kids attending school are all much greater pieces of evidence than running down to the dmv for a laminated picture.

So if I move back to Louisiana and keep my Texas ID I don't have to pay state income tax in Louisiana?
You can put whatever address you want on an ID. I just went through this with my 2019 taxes. I had a dependant that the irs was questioning. I offered their ID as proof of residency and they said that is not a valid for of residency.

Are states and cities with income tax really wasting time and money going after a few thousand in potentially avoided taxes?
Unless we are talking multi millionaires trying to avoid income taxes by claiming out of city/state residency I've never heard of cross referencing DLs to federal tax returns.
