Yeah, kinda need a satellite pic or something to really understand.
While he certainly shouldn’t have done it, I’m not sure what the large 3” pipe would be for. Maybe it’s just to divert the backwash from his filter, or it’s just a drain ran under his equipment slab to promote natural drainage that the slab cut off.

No that’s unlikely. This is in a subdivision and it’s plainly obvious that there is a row of houses on the other side of the fence,
