The city and/or state has pretty much handcuffed businesses with regards to loss retention. They are basically there for show at this point.

Neither the police nor prosecutors care to enforce these laws, so the burden of enforcement is left to the businesses.
The liability risk isn’t worth it for the businesses. So, we are left with a form of anarchy when it come to petty theft.

Pretty sure some of those items are pushing into Grand Theft amounts.
Under California Penal Code 487, grand theft is committed when the value of money, labor, or real or personal property taken exceeds $950.

This is all on the DA and politicians. The police, if supported and given a reasonable chance at successful prosecution, would have all of these criminals booked. I guarantee you the cops do not enjoy having to watch this without being able to do what they're paid and trained to do.
We don't have an incarceration problem. We need MORE people incarcerated. Most of the issues we see daily are caused by people who should've never been set free, but liberal DAs and judges (with the encouragement of politicians) just want to appease the worst elements of society.
