I don't think it is racist and I think the article totally goes off the rails, but banning a cap that's big enough to hold some people's wild manes of hair seems silly.

That said, how many Olympic swimmers even have this issue?

probably the ones that are there to make a statement and bring their cause into the spotlight as opposed to actually being there to compete for, and represent their country?

I wonder the same. I’d imagine if you’re competing at the Olympic level you would do anything to shave seconds off your time, including cutting your hair to reduce drag. It’s not racist, it’s physics.
