What you reported was primarily a health and safety issue instead of a law enforcement issue

Getting behind the wheel under the influence of a drug is now a law enforcement issue?

Since when?

The question is: how do you know it was this vs. a diabetic issue or a stroke or any number of other things? I think the response was appropriate, but that is just my opinion. The cops would just call EMS for a person who was altered anyway.

I said primarily.

If she were speeding down the interstate, it’s primarily a law enforcement issue. If she’s slowly rocking back and forth, it’s primarily a health and safety issue.

In both situations, you normally have both law enforcement and EMT respond. But if you can’t get both, you get the primary.
