Broward County has been the flashpoint for the real pushback on this as Arnie Duncan had Robert Runcie set Broward up to be the "standard" for how this would be such a transformative program. It did some "transformative" things alright, just not in the way they promoted it.
The PROMISE program's numbers looked great. Suspensions were down, calls to the police by the schools were down, etc. It turns out the reason wasn't because kids were behaving better, it was because the system had become so cumbersome with paperwork and the administration had become concerned only with the numbers that not only were teachers no longer sending kids to the office for discipline, but even if they did the kids were often back within minutes and the infraction went unreported. But, hey... good numbers, right?
One kid was not arrested after being found with over a dozen bags of weed on him, as an example.
