For starters it's not a bay
The Rigolets opening is really narrow so calling it a lake is close enough. Outside of the really narrow Rigolets and Chef Menteur Pass for the NOLA queers openings Lake Pontchartrain is closed off. It's one of those "good enough" things.
Lake Borgne on the other hand. Yeah that one is fricked up.

Do we let that pass because most of it's water comes from MS Sound, which gets most of it's water from rivers, as opposed to the water really being true Gulf Water?
