Outside of 1989-2005, almost all murders in south Louisiana is committed by thug or domestic partners/spouses. So I seriously doubt there's a Serial Killer (at least not one prolific enough to get noticed), or that they'd know there was a Serial Killer barely 24 hours after recovering a floater.
In all likelihood, the person they found was the same one that is suspected of jumping off the I-10 bridge in an apparent suicide.

I’d tell them sure, there’s 5 out there, don’t get gas at night, don’t pick up strange people and overall be careful and cautious. Other than that, go for the eyes.
Seriously, there is all kind of crazy shite that happens around here. Wasn’t it just a few years ago when guys were asking women to smell some perfume they wanted to sell at gas stations and it was chloroform or something?

Since these types tend to act sporadically and usually in a geographically broad area, the different jurisdictions that deal with their victims are less likely to realize a pattern (Brandon Scott Lavergne went under their radar for a decade plus).
Unless of course it was obvious and backed with DNA evidence, as was the case with Derrek Todd Lee or Sean Vincent Gillis. They had a pretty obvious body count and style. It took Lee murdering a series of women right near LSU's campus and around south Baton Rouge to really draw that kind of attention.
Gillis went after prostitutes. His own girlfriend didn't even know what he did during the day. It took cops a while to figure that one out.

If the FBI is involved, they will be targeting single, conservative white males between 20-35 years of age that happen to own or have access to a white pickup truck.
The only thing more certain than there being at least one serial killer active in almost all parts of the country at any given time is the ineptitude of the FBI.
Zachary Police Department figured out DTL's identity despite there being a task force of 50 morons camped out in Baton Rouge with a copy of the FBI's "serial killer handbook". Which basically stated that only white men under 35 are serial killers.
