Biden's Admin Proposing Direct Payments to Potential Immigrants for Promise to Stay Home

I heard this earlier this evening (I believe on The Five), but wonder how this would work.
Maybe send pallets of money to Central America and have people sign an "iron clad" agreement in exchange for some sum of money. We could require they dip their finger in ink so they can't double dip our largesse.

Dems said building a border wall was stupid. They said asking refugees to stay in Mexico until asylum is granted was insane.
