Part of the reasoning for the above was that he didn't want a shortage for the medial workers who needed them. He also mentioned that there is a concern about people touching their face too often adjusting the masks

Yet now we have everyone wearing stupid masks and the vast majority are not proper medical versions that would ever be used by “medical workers” in any capacity. So that “point” doesn’t seem to make much sense in the current inane context.
