If they were "not prosecuted," they would not be facing the juvenile equivalent of incarceration.

The PROBLEM is that DC law precludes prosecuting the younger girl as an adult and makes it VERY difficult to prosecute the older girl as an adult. As a result, the extent of their punishment will be less.

My understanding is that they are pleading guilty. To describe that situation as not being prosecuted is misleading.
