It's not a fallacy in its common usage. I don't think I've ever heard anyone claim that X will logically and by definition lead to Y. The way most people use it is this way:
X will make it a helluva lot more likely that Y will happen.
That's not a fallacy, it's frequently just an accurate observation based on history.
