Where will the economic recovery $ really go?

Where and how will the state's economic federal aid money really be distributed? If La. gets a couple of billion for economic recovery, how can that money specifically be distributed ? Will Destroya finally pay her taxes?
What else nefarious could happen to this money? Asking for a large group of friends.

Most of the money will go to blue states and those that destroyed themselves for the dems.
Ca, Il, and NY are the 3 biggest. My guess is they will get the largest. They need this bail out to help fund their unfunded pension plans.
Now whether they will use it for that is you guess is as good as my guess.
There is no doubt much of this money will be squandered greasing the democratic machine.
Oh, of course the states that stole the election, Pa, Ne, Az, Ga, and Wisconsin will get a nice amount.
