That's a Bell P39 Airacobra. The US considered it obsolete by the start of the war and it saw only limited action in the American inventory. They shipped most of them to Russia, who learned to love them because they were rugged, easy to maintain, and had a big arse 37mm cannon firing right through the propeller hub.

For those that may not know, while it has Russian markings the plane is actually a P-39 Aircobra that the US sold/gave to Russia during WW2 under the Lend/Lease Program to help fight the Germans.
US pilots were not crazy for it but the Russians loved it as it was pretty much better than anything they could field in the air at the early part of the war.
