Being wasteful is very subjective. You can ride around Venice marina and find blue and green wing teal with just the breast meat fileted out floating down the canal. Pretty wasteful in my book.

Wanton waste is more tied to limits. If duck hunters don’t retrieve birds they could keep hunting because of “possession limits”. There is no law that requires anyone to do anything with waterfowl once they leave the field.
You may find it morally reprehensible but wanton waste laws aren’t really to prevent waste of waterfowl. Now big game is a bit different and the intention is a bit different.
