If this happened in Louisiana the only thing illegal would be the shooting of the grebe
Our wanton waste laws only state that an attempt to retrieve game must be made
After it’s retrieved, it’s yours to do what you want...throw it in the woods, feed it to the dog

Louisiana needs to do better with that. Not a good look.
Was this an outfitter dumping ducks? About half of the duck hunters I know down here don't really care to eat ducks. I'm usually given as many as I want every year.
