Flood level and pool building?

Pool building question here for any of you contractors out there.
What determines the level or height of a pool surface? Is it base flood elevation?

Are you under the impression that groundwater will have an effect on the water level in a pool?

Or are you asking if a pool has to built above the BFE?

Our pool has flooded a couple times in Venetian Isles. Once it was bad and clean out required a trash pump to get debris off the bottom. Another minimal flood just required a few days of running the pumps as normal. It helps to have the pumps above the waterline. Our pool and pumps are 4' above sea level and not covered by insurance.

Pools in a flood zone should be as high as you can make them without looking stupid.
