Why aren't we leaving it up to the individual states?

Make it legal federally, if a state wants to pass a law to make it illegal, then have a vote on it.

The Supremacy clause?

So, these things are regulated by statute and federal regulations, notably the schedule of controlled dangerous substances. Downscheduling it to even Schedule II makes it medically available everywhere - Schedule I makes no sense for MJ and it remains there for bizarrely bipartisan (and corrupt) reasons.

But, reasonable people can disagree on relatively unfettered recreational access and medical/by prescription only and particularly states for which are currently going through those transitions.
