The number one goal for ANY political party is either stay either gain control of government or stay in control.

Yes, it's controlled at state level. The fed govt has funds allocated to distribute to states to assist with elections. There has been an increase in federal funding requests by states specifically to upgrade voting devices, upgrade cyber security, and ensure paper duplicates to be able to audit completely digital voting devices to ensure accurate voting. The House passed that bill and it stalled in the senate.

No. However, all of the current absentee ballots accepted and used by a lot of people including the military don't require a photo id. There are some areas of concern with mail in voting that absolutely need to be addressed.

Mail-in voting and absentee voting are different.
Voting absentee you have to be a registered voter which required you to show a photo ID and you have to answer questions as to why you need an absentee ballot.
After your ballot is received , it is opened and your signature is verified before your ballot is counted.
If we go to mail-in , how will those ballots be counted in a timely matter if the same procedure as absentee is used ? What if a person dies and hasn't been purged from the voter roll and a person not eligible to vote cast the ballot that was mailed to the address ?
I was asking about this before Trump brought it up.
Democrats need to get off their arse and vote in person unless they have a legitimate excuse in which they can request an absentee ballot.
The being "scared" card is bullshite.
If they go to grocery stores and can riot they can vote in person with a photo ID.
